Step 1: Prepare the Cupcake Batter
Preheat oven to 350°F (175°C).
Line a 12-cup muffin pan with cupcake liners.
In a large bowl, cream butter and sugar for 2–3 minutes until light and fluffy.
Add eggs one at a time, mixing well after each addition.
Stir in vanilla extract.
In a separate bowl, whisk flour, baking powder, and salt.
Gradually add dry ingredients to wet ingredients, alternating with milk.
Mix just until combined. Do not overmix.
Step 2: Bake
Fill cupcake liners about ⅔ full.
Bake for 18–22 minutes, until tops spring back when lightly pressed.
A toothpick inserted should come out clean.
Cool completely before frosting.
Step 3: Make the Buttercream
Beat softened butter until creamy.
Gradually add powdered sugar.
Add vanilla and milk until smooth and fluffy.
Divide into bowls and tint with pastel gel food coloring.
Step 4: Frost & Create Speckles
Frost cupcakes with a smooth dome shape using a piping bag or spatula.
Mix cocoa powder with vanilla extract or water to form a thin liquid.
Dip a clean toothbrush into the mixture.
Gently flick the bristles over cupcakes to create speckles.
Let speckles dry before serving.
